Insurance Law Experience
Jacqueline Rixen began representing clients in insurance insolvencies in 1994 as assistant general counsel to the Texas Life, Accident, Health, and Hospital Service Insurance Guaranty Association (Texas Life and Health Guaranty Association). She has been its outside general counsel since 1998.
Ms. Rixen serves as local counsel for the National Organization of Life and Health Insurance Guaranty Associations (NOLHGA), and has represented Jack M. Webb and Associates, Special Deputy Receiver in property and casualty company receiverships.
An active member of the insurance insolvency community, Ms. Rixen is a former
member of the NOLHGA legal committee, asset recovery task force, and editor and
regional editor of the NOLHGA Annotated Model Life and Health Guaranty Act. She
has been a speaker at numerous NOLHGA legal seminars on topics including coinsurance
and reinsurance, HIPAA, guaranty association cancellation of insurance policies,
compliance and the federal sentencing guidelines, and legal issues presented
by long rehabilitation periods.
